ICA describes the SG Arrival Card as the electronic version of the paper disembarkation/embarkation card — the old white card that foreign visitors used to fill on arrival. From 27 March 2020 ICA discontinued the paper DE card. Travellers provide arrival information through the SG Arrival Card e-Service or the MyICA mobile app instead.

ICA says all travellers must submit the SG Arrival Card with electronic health declaration before arriving in Singapore, with two stated exemptions: people transiting or transferring without seeking immigration clearance; and residents — Singapore citizens, permanent residents, and long-term pass holders — entering via Woodlands or Tuas land checkpoints. Long-term passes in that ICA list include Student’s Pass, Dependant’s Pass, Long-Term Visit Pass, and Work Pass.
SGAC is not a visa. Completing it does not decide whether you may enter. It is also not an e-Pass by itself: ICA issues the e-Pass after immigration clearance. An officer at the counter still checks your travel document. The health declaration is collected for disease control. ICA says people who make false declarations may be prosecuted under the Infectious Diseases Act.
Before the electronic card, foreign visitors completed a paper disembarkation/embarkation card — commonly called the white card — at the airport or on the way to the booth. Name, passport, and stay details were written by hand.
The digital card is the same kind of document: a declaration, not a permit. You send arrival information and the health declaration in the short window before you land, instead of filling paper at the counter. A real stay address in Singapore still matters if you will pass immigration.
ICA requires submission within three days, including the day of arrival. You cannot file weeks early. Example from ICA: if you arrive on 30 June, you can submit from 28 June onwards. Same-day filing is inside that window; leaving it to the jet bridge is how people queue with a dying phone. After a successful submit you receive an acknowledgement email at the address declared on the form.
At the counter you present your travel document to the ICA officer. If your health status changes after you have already submitted, ICA says you should update it via the Update SGAC feature on the official e-Service. Whether you use the free official e-Service or the assistance form on this site, the fields follow the same story. Have the passport in front of you. Use the Latin spelling printed in the machine-readable zone, not a nickname. The notes below are a guide, not a second application.
Family name, given names, middle name if it is on the passport, number, nationality, date of birth, sex, occupation, and country of residence. Match the passport exactly. A missing middle name or a swapped family name is the usual reason a booth check stalls.
Arrival date in Singapore, purpose of travel, mode of transport, and the flight into SIN (or other vehicle number). If you are on a codeshare, use the operating flight printed on the boarding pass you will hold at immigration. Add the planned departure date and how you leave.
Type of stay and a real address in Singapore — hotel name and street, apartment, or the house of the person hosting you. “Singapore” alone is not an address. People who will not pass immigration (transit or transfer without clearance) say so and skip a hotel.
The SG Arrival Card includes an electronic health declaration. Answer the yes/no questions as they appear on the official form. This is not a medical visa and not a substitute for insurance. If your health status changes after you submit, update it on the official e-Service.
Read the summary before you pay or submit. Check dates against the ticket, the passport number character by character, and the hotel spelling. A preview screen exists so you catch the error, not the officer.
Give an inbox you can open on the plane. ICA sends the acknowledgement there. Download or screenshot it. If you use assistance on this site, we review the file and submit it on the official website; you still need that email working.
