The Ministry of Immigration and Corrections announced All Indonesia as the integrated passenger arrival declaration for international airports and seaports, in force from 1 October 2025. Official pages describe it as one web and mobile service for immigration, customs, health and quarantine.

All Indonesia is a national arrival declaration for passengers entering Indonesia — including Bali, Jakarta and other airports and seaports named in official notices. It is not a Bali-only card. Indonesian citizens and foreign visitors both have pathways on the official site.
It is not a visa, not e-VOA, and not the Bali tourist levy. Completing it does not decide whether you may enter. You still need whatever visa, visa exemption or VOA your passport requires, on the separate official e-visa site if that applies. An officer still checks your travel document.
Official Indonesian notices describe All Indonesia as the single arrival declaration that combines immigration, customs, health and quarantine questions that used to sit on separate forms.
e-VOA remains a visa product on evisa.imigrasi.go.id. The Bali tourist levy is a provincial fee, not this card. Do not treat All Indonesia as a substitute for either.
Official guidance: fill the card within three days before arrival. Same-day filing is inside that window; leaving it to the jet bridge is how people queue with a dying phone. After a successful submit, keep the acknowledgement.

All Indonesia asks customs, health and quarantine questions. Answer as they appear on the official form. This is not a medical visa and not a substitute for insurance.
