It is not a visa and not an approval. Completing it does not decide whether you may enter. A Malaysian officer still checks your travel document.
Before MDAC, foreign arrivals used paper arrival cards at the airport or land checkpoint. Name, passport and stay details were written by hand.
The digital card is the same kind of document: a declaration, not a permit. You send arrival data in the short window before you land. A real stay address in Malaysia still matters if you will pass immigration.
